I am a Principal Economist in the Research Department at the Inter-American Development Bank. My current research examines how governments can leverage digital technologies to improve learning and advance skills development in Latin America and the Caribbean. I have led and collaborated on large-scale experimental evaluations of education and technology initiatives, including programs integrating learning platforms in schools, promoting teacher adoption of digital tools, and expanding access to computers and internet for students. Prior to joining the Inter-American Development Bank, I worked in the Health and Human Resources Division of the Congressional Budget Office. I received my Ph.D. in Economics from the University of Maryland.
